The Social Security Association of India was formed with the primary objective of promoting social security in India. The Association was inaugurated by the then Union Finance Minister, Dr. Manmohan Singh, in December 1991. It was registered as a society under the Societies Registration Act, in July 1992.

After holding a seminar on “Health Care & Coverage for Unorganised Workers”. to commemorate the new initiative of ESI Corporation to create a new healthcare cover for this segment of the workers, on 31 may 2016 at Noida, SSAI is organizing a workshop in New Delhi on 9 September, 2016, in collaboration with Friedrich Ebert Stiftung (FES),Delhi, for propagating the concept of “Social Protection Floor”, a movement initiated by ILO to herald a new and integrated policy prescription for creating a full-fledged social security cover for the  citizens by its member nations. The workshop will be a daylong discussion inviting distinguished personalities in the field ,like, Prof Ravi Srivastava of Jawaharlal Nehru University, Prof Amitabh Kundu, Director, Technical Advisory Committee, Dr K B Akhilesh, Department of Management Studies,IISc,Dr Naresh Saksena, former ,Secretary Planning & former Member,NAC, Shri Harsh Mander,Director,CES,& a social activist,  Dr Pravin Sinha, Senior Advisor (IR &Projects),FES, Dr LD Mishra, Former Secretary, Min of Labour, senior officers from various ministries dealing with health, rural development and food security  are some of the distinguished faculties who will  depict  the Indian model of SPF.

Governing Body of the Association has decided to organize a seminar on concept of “EPS or NPS” in the month of November, 2016. It was also decided to hold the annual day lecture in November 2016.

 

Memebers would be happay to know that our Association have effictively handled the situation that arose on account of the government decision to tax EPF withdrawals. We had first sent our letter of protest giving detailed reasons in favour of total roll back of  the tax proposal. We then took up the matter with the FM also giving concrete calculation how the proposal is going to overturn the apple cart of social security built over several decades. Then we submitted our viewpoints to PM .This we followed up with an intense net campaining also. Our efforts have yielded the desired result as you all know. You all will be glad to know that the Ministry of Labour and Employment has invited the Association to make a presentation of its suggestions on codification and simplification of social security laws now under consideration of the government on 6 January 2016 at 1430 hrs. Response of the Association is being drafted by Rajasthan Chapter consisting of Shri U C Jain,Shri AN Roy and Justice PC Jain. We have  consulted Shri RKA Subramanya as also the chapter on social security in Indian Labour Code 1994 drafted by our late President,Sanat Mehta.

Seminar on   "JanDhan se Jansuraksha"

 

Odisha Chapter had organised a seminar to create awareness about one of the most innovative social security initiatives, named by the governemnt as, "JanDhan se Janasuraaksha" at Bhubneshwar on the auspicious day of Raksha Bandhan on 29 August 2015. The seminar was supported by a host of sponsors,namely, State Bank of India, SBI Life,LICof India, OMC,NALCO,Bajaj Alliance, pnbMet Life, UCO Bank, MGM Group & Bima Chronicle,Odisha. The Seminar was conceived and guided by Shri B K Sahu,GB Member and ably helped by a group of outstanding social security activits, like,Shri Ashok Prasad Mishra,Dr Sushanta Moharana,Shri Prakash Mohapatra. The Seminar was attended by over hundred participants drawn from the trade unions,construction industry, students and enployees from the banks and insurance companies. Primary Health Care under ESI Scheme

 

Delhi-NCR Chapter of our Association in collaboration with Friederich Ebert Stiftung (FES) is organizing a daylong seminar at Conference Hall, Rockfield Hospital, Manesar, Gurgaon on 20 May,2015.

The objective of the Conference, as the title of the Conference suggests, is an evaluation of primary health care arrangements under the Scheme. The Conference proposes to be a gathering point of the medical experts in the field of healthcare and the users of the system to bring out the strengths and weaknesses of the existing system and the way forward.

Special Meeting in Kolkata , 22August 2014 On INDEXATION of PENSION Felicitation of President,Kolkata Chapter

A Special meeting of the Association was organized by Kolkata Chapter to discuss a model prepared by SSAI on indexation of EPS and to felicitate Shri Ramen Pandey, its President.

Following the study on EPS-1995 and after presenting it to the Union Minister of Labour & Employment, SSAI has worked out a model for indexation of EPS – minimum of 5% up to 8% of basic pension without seeking extra funding from any of the stakeholders. We have also tendered evidence before the Committee of Petitions, Rajya Sabha on 29 July 2013. The Petitions Committee has accepted our recommendation to index pension. By developing a financial model, we have demonstrated feasibility of indexing pension for the members by utilizing a portion of the current income of the EDLI Fund which has now accumulated a corpus of over Rs. 12,000 crore as on 31.03.13.

In preparing the model, we have taken help of legal experts and actuaries but the frame-work of the model is exclusively our brain child.

We had convened a meeting in Kolkata of the   experts and trade union leaders at the initiative of Kolkata Chapter of our Association whose President is a CBT member. All the participants have acclaimed the proposal and the TU leaders have, in particular, gone to the extent of commenting that SSAI has done that job which should have been done by them. All the trade union leaders have promised to take up the proposal with their Delhi Hq to take the matter forward.

We have also decided to present this model at the National Workshop on Migrant Labour that we are holding at Jaipur on 13 Sept 2014.

We call upon all the Chapters to discuss our proposal with the trade union leaders and EPS Pensioners to spread the message far and wide and add strength to the proposal.

Shri Ramen Pandey was facilitated on account of his book released by the Hon’ble President of India recently, titled, “Social Justice for Working People’- an anthology of various social security schemes run by the Central Government and all the schemes in operation in West Bengal at the auspices of the State Government.Shri Bhaskar Ghosh,Vice Prsident,Kolkata Chapter, spoke on the quality and relevance of the book. Shri Pandey gave a brief account of the book. Shri Kariwala proposed a vote of thanks on the occasion.

We have made a presentation of this model before the trade union leaders in Kolkata on 22 Aug and have got total support from them.

We now seek your considered views /suggestions before we present it to the Union Labour Minister.

Special Meeting in Kolkata on 22 Aug 2014

Social Security Association of India and its Kolkata Chapter, are jointly holding a special general meeting on 22nd August, 2014 at Conference Room, DCPL, 5th Floor, 24 Park Street, Kolkata 700071, from 1700hrs to 1900 hrs.

The purpose of the meeting is to utilize the occasion to discuss a proposal for indexation of EPS pension without seeking any contribution either from the employer or the employee or the government. A model of funding and disbursement has been worked out by the Association for submitting to the Government of India soon., We seek guidance of the veteran trade union leaders, employers representatives, CBT members stationed in Kolkata and our Association members on the indexation model worked out by us.

Beside this, we propose to introduce a publication,” Social Justice For Working People” compiled by Shri Ramen Pandey, President, Kolkata Chapter, President, INTUC. WB & Member CBT. This book has been released by the Hon’ble President of India. It is a compilation of social security schemes introduced during UPA-II regime and the schemes introduced by the Government of West Bengal.

21st Annual General Meeting of the Association & Annual Day celebration

 

21st Annual General Meeting  of the Association was held on 25 April 2014 at Tagore hall, Scope Convention Centre,Lodhi Road New Delhi. Members from the NCR ,Jaipur and Kolkata were present in the meeting.Dr, A.K.Balyan,Vice President,presided over the meeting and conducted the proceedings of the meeting which were held in most friendly and cordial manner.

It was decided to start a new Chapter in Delhi for which initiative had been taken by Shri R.K.Gautam and Shri N.Vyas. The new  Chapter was expected to be operational in a couple of months' time.Shri AN Roy  asured to extend his best help to mobilie membership drive among the EPF Officres with the help of Shi Banerjee,Secretary,EPF Pensioners' Association.

Three national seminars/workshops were declared to be held with the support of FES and two studies to be undertaken,one on the working of the welfare boards for construction workers and  another on productivity dimensions in the new economic environment by raising financial supportt from the corporate members of the Association.

It was decided to fill up the existing vacancies in the Governing Body for which some names were shotlisted with the approval of the AGM.

AGM was followed by holding of the annual social security lecture delivered by Dr Ravi.S.Srivastava of JNU,a distinguished economist and an accalimed international expert on unorgansed workers and social development issues.He spoke on the presnt status of social security challenges and the way forward.The full text of the lecture has been uploaded.

Report on Round Table Conference Social Protection Floor and Food Security Bangalore, 14th March 2014

 

Pursuant to the Memorandum of Understanding between Social Security Association of India and Friedrich Ebert Stiftung a round table conference on social protection floor with special emphasis on food security was held in Bangalore on 14th March 2014 at Cabinet Hall, Federation of Karnataka Chambers of Commerce and Industry. The conference was also supported by some renowned corporate entities, like, Petronet LNG, Central Warehousing Corporation and Employees’ State Insurance Corporation. It was well attended by the social security activists and thinkers from various walks of life, government representatives and some trade union and civil society organizations.

Jaipur Workshop on Harmonization of Social Security Schemes

This workshop was held on 21st December 2013 at Jaipur at the initiation of our Rajasthan Chapter in collaboration with Rajasthan Productivity Council supported by Petronet LNG., ESIC, EPFO, Ambuja Cement, Binani Cement and J.K. Tyre Industries, Kankroli.The workshop was attended by 54 representatives from central trade union organisations, various employers’ organizations in Rajasthan, Rajasthan
Chamber of Commerce and Industries, representative of Labour Department, Government of Rajasthan, Employees’ State Insurance Corporation, Employees’ PF Organisation and host of employees’ organizations and NGOs. Justice P.C.Jain, President, SSAI, Rajasthan Chapter. presided over the inaugural session. In his presidential speech he focused on the need for universalisation of the terms “worker, employer and ex-service man” in the various schemes.

Shri B.N.Som, Secretary General, SSAI highlighted the need for simplification of registration procedure and argued for better delivery of benefits of the schemes for all workers. Dr.K.L.Jain, President, Rajasthan State Productivity Council, urged for one umbrella legislation to provide social security to the entire working population.The workshop discussion centered round the issues of coverage of schemes, benefits entitlement and the need for uniform provision in the schemes, like, Building and Other Construction Workers Act, 1996 and Unorganized Workers Social Security Act, 2008.The discussion centered on what should be appropriate procedure so as to provide protection/assistance which will lead to decent living. Discussions revolved round the need for unification of different types of working groups in the unorganized sector for better implementation, for achieving cost effectiveness and on the need for establishing regulatory authority at national, state and district levels. Discussion also encompassed the necessity for institution of a national social security fund. Participants agreed cutting across ideological hiatus that the construction workers contributed significantly to the economy and, therefore, deserve special attention for securing effective social security. Having regard to the stark reality that the unorganized workers are mostly migrant, socially backward, less educated with low bargaining power suffer from lack of job security, decent wages and proper working condition the appropriate social security scheme for them should be based on the concept of social security “at any time and anywhere” basis. At the end of the deliberations, the workshop passed following resolution containing the recommendations for consideration by the Government both at the Center and the State:-
i) The criterion of coverage and eligibility of scheme benefits should be
uniform in all the schemes.
ii) The problem of renewal of registration should be simplified by providing for deduction of the due amount by the contractor/employer like ESIS/ PF deduction. Whereas the social security requirements of the
construction workers are funded by collection of cess, for other unorganized workers a separate fund should be made available by the Central Government as well as respective State Government by making annual contribution to it.
iii) To create a national social security authority and state social security
authority for proper co-ordination and delivery of social security benefits.

It was also resolved that the said recommendations may be forwarded to the Central as well as all State Governments for taking appropriate steps for ensuring social security protection to the entire working population in the unorganized sector. It also urged upon the Central Government to announce a national policy for unorganized workers in order to ensure the rights guaranteed under the Constitution.

 

WORKSHOP ON NATIONAL  LABOUR CODE

Rajasthan Chapter of our Association is organizing a  national level   workshop tiled , “Developing National Labour Code – an inevitable imperative for 21st Century.””. It will be gathering of social security experts, legal experts, National Law Association central and state govt social security administrators  and trade union leaders,   on 21St December , 2013 at Jaipur.  The workshop will consider the feasibility of harmonasation of certain social security laws and social secutity schemes for achieving universalisation of social security cover.

This Seminar is co-sponsored by Rajasthan Productivity Council. Justice PC Jain(Retd),President, Rajasthan Chapter will preside over the seminar. Shri UC, Jain,Hony. E-Governance in Social Security in India

Association held a seminar on a unique theme, called, "E-Governance in Social Security in India" on 23 September 2013 at SCOPE Convention Centre, New Delhi.It was a grand success with 86 delegates participating in the proceedings. Dr A.K. Balyan,Working President,SSAI, presided over the seminar and Dr U.D. Choubey,DG,SCOPE,was the chief guest who inaugurated the programme. The star attractions of the seminar was the address by Shri K.K.Jalan, CPFC and the one delivered by B.K.Sahu, Insurance Commissiner, ESIC on the theme of the discussion. The seminar was also enriched by the presentation made by Ms Nandini Sarkar, Director,C-quel Management Services regarding compliance issues of contact workers and use of IT platform for management of social security funds by Ms Hetal Kotak,AGM,BSE IPF.
